The opengapps distribution repository has been confirmed to be banned for violating GitHub's Terms of Service: excessive use of resources.
Alternative to OpenGapps:
EZIO Gapps
Github has disabled the access due to the excessive storage usage. While we're on it, you can use the mirrors from my buildserver since it's where the mirror bot saved the files.
Stay tuned. I'll contact maintainers and will let you guys know.

For other variants I'll try to get a temporary build ASAP.
For now I suggest you to use other mirrors or search for some other GApps builds on XDA.
